What does textile design mean?

Textile Design means, creating design for woven, knitted or printed fabrics. Creating the structure of the fabric or it's surface decoration.

Textile means, cloth or fabric, from Latin textum, woven.

Design means, draw a design or plan, from Latin de and signare, completely and mark out.

So to design textiles is to completely mark out fabric!
